Record 84,000 building permits but number of completed apartments fell 10%
While local planning committees sought to distribute building permits in 2025, construction itself slowed - according to the Planning Authority's annual report. The gap between the numbers is extreme in Jerusalem, which leads by a large margin in issuing permits but lags behind in bringing apartments to occupancy.
